Veterans Eligible for IED Fund Payments

The U.S. government has paid out over $6 billion to victims of terrorist attacks, which includes veterans of the wars in Iraq and Afghanistan, 9/11 victims and their families, and other terrorist attacks.

Where Does The Money Come From?

This payout comes from the Anti-Terror Litigation Fund, which pays money to people who were harmed by terrorist attacks involving bombs that were made by international state-sponsored terrorists.

The money comes from the U.S. Victims of State Sponsored Terrorism Fund (USVSST), which is funded by civil and criminal asset forfeitures, penalties, and fines against entities who violate international law.

For example, in January 2021 the Justice Department collected $7 million from Iran through civil forfeitures and used it to fund the USVSST.

Am I Eligible for Money?

Veterans (or their surviving family members) may be eligible to seek compensation if:

  • Served in Iraq from 2004-present, or Afghanistan from 2006-present
  • Were involved in an IED / EFP attack with a specific attack date (you need to know the date or have the information available)
  • You suffered an injury in the attack where:
    • You needed medical treatment for a physical injury; OR
    • You were diagnosed with PTSD due to the attack

What is an IED?

Improvised Explosive Devices (IEDs) are terrorist weapons that were commonly used to attack U.S. troops during the wars in Iraq and Afghanistan. An IED attack involved the use of a “homemade” bomb and/or destructive device to destroy, incapacitate, harass, or distract.

Types of IEDs

Because they were improvised, IEDs could come in many forms, ranging from a small pipe bomb to a sophisticated bomb capable of killing hundreds of people. IEDs could be small enough to be carried, or big enough to fill up a truck. There were many types of IEDs, such as:

  • Command-Detonated IED
  • Pressure Plate IED
  • Victim-Operated IED
  • Vehicle-Borne IED
  • Suicide Bomber IED
  • Explosively Formed Penetrators (EFP)

What Happened in IED Attacks?

IEDs: Deadly Homemade Bombs Favored by Terrorists

IEDs were homemade explosives that came in many forms, with different containers, delivery methods, and functions. IEDs could be small package bombs, or simply loud noise-makers to distract, while other IEDs were massive bombs hidden in vehicles that could destroy a building. Many IEDs were packed with shrapnel, nails, ball bearings, chemicals, nails, or common hardware to increase bodily damage.

IEDs Injured 24,000 Americans in Iraq and Afghanistan

Terrorist attacks, mostly involving IEDs, accounted for 23,793 injuries and 74.4% of combat casualties in Iraq and Afghanistan between 2005 and 2009, according to doctors at the William Beaumont Army Medical Center, according to the Wounded Warrior Project.

What is the Risk?

Some of the serious risks of being hit by an IED include:

  • Death
  • Severe bleeding
  • Limb amputations
  • Blindness
  • Perforated eardrums (hearing loss, deafness, etc.)
  • Post-Traumatic Stress Disorder (PTSD)
  • Mental health problems
  • Traumatic Brain Injury
  • Brain damage
  • Concussion
  • Headaches and sensitivity to light
